Data on beneficiaries of Stand-Up India scheme

The Government does not allocate funds under the Stand Up India Scheme as loans under this Scheme are extended by lending institutions as per their Board approved policy and extant guidelines. This was stated by Union Minister of Stat for Finance Dr Bhagwat Kisanrao Karad in a written reply to a question in Rajya Sabha today.

However, the Minister stated, an amount of Rs. 1,100 crore has been released so far since inception of the Scheme to National Credit Guarantee Trustee Company Ltd. (NCGTC), a wholly owned company of Government of India, towards the corpus of the Credit Guarantee Fund for Stand Up India (CGFSI).

The Minister stated that details of SC/ST and women beneficiaries under the Stand-Up India Scheme from the year 2019-20 till 23.11.2021, including State-wise is in Annexure.


Data on beneficiaries under Atal Pension Yojana 

The Atal Pension Yojana (APY) is a Government of India Scheme launched on 9th May, 2015, with the objective of creating a universal social security system for all Indians, especially the poor, the under-privileged and the workers in the unorganised sector. This was stated by the Union Minister of State for Finance Dr Bhagwat Kisanrao Karad in a written reply to a question in Rajya Sabha today.

The Minister further stated that the Scheme became operational w.e.f. 1st June, 2015, and is being administered by the Pension Fund Regulatory and Development Authority (PFRDA). It is open to all citizens of India between 18-40 years of age having a savings bank account in a bank or post-office. There is no provision of transfer of funds to States under the Scheme, the Minister added.

Giving more information, the Minister stated that as per Pension Fund Regulatory and Development Authority (PFRDA), number of State-wise enrolments under APY during the period from 2019-20 to 2021-22 (up to 31st October, 2021) is given at Annexure A; number of State-wise enrolments of women under APY during the period from 2019-20 to 2021-22 (up to 31st October, 2021) is given at Annexure B and the number of State-wise enrolments from transgender community under APY during the period from 2019-20 to 2021-22 (up to 31st October, 2021) is given at Annexure C.

As informed by PFRDA, the details of whether the subscriber is from SC/ST community are not captured during the enrolment process under APY.


21.52 crore loans extended to women borrowers under Pradhan Mantri Mudra Yojana (PMMY) since inception

As on 29.10.2021, 21.52 crore loans have been extended to women borrowers by Member Lending Institutions (MLIs) under the Pradhan Mantri Mudra Yojana (PMMY) since inception of the Scheme. This was stated by Union Minister of State for Finance Dr Bhagwat Kisanrao Karad in a written reply to a question in Rajya Sabha today.

The Minister further stated that this constitutes approx. 68% of the total loans extended under PMMY. State/UT-wise details on PMMY beneficiaries (including for women) available in the Annexure.

Giving more information, the Minister stated that as per the existing guidelines, any individual who is otherwise eligible to take loan and has a business plan for non-farm income generating activities in sectors such as manufacturing, trading, services and activities allied to agriculture and whose credit need is up to Rs.10 lakh is eligible to avail credit under the Scheme.
